Is Modern Technology Hazardous to Health?

Is Modern Technology Hazardous to Health?Technology has impacted our lives in many positive and negative ways, computers, mobile phones with 5G present and future robotic and automotive applications, smart meters, solar panels, wind turbines, and geoengineering, just to name a few. But are they good for our health?

As the 5G rollout is happening around the world, concerned groups are organizing to mount an opposition and voice their concern about its safety to humans and animals bathed constantly in EMF radiation from towers that will eventually be deployed on every street corner.

recent article reported that four students and three teachers in a California school in San Joaquin County were stricken with cancer which was caused entirely by environmental factors. Parents were demanding that a “radiation-emitting cell phone tower be removed from elementary school property.”

As reported by, documented 5G health effects include “worsened eye health, lowered bacterial resistance, impacted skin health, and more biologically-active organs—more dangerous.”

Dr. Klaus Kaiser wrote that “there is a one-plus order of magnitude difference in the photon (electromagnetic wave, EM) energy between the current 4G communication (4G) and the proposed 5G systems (5G).”

He continues that “The more powerful EM wave energy (30-80 GHz of the 5G vs. 3-6 GHz of the 4G) requires a novel set of long-term assessment testing on a variety of species that could be affected by it, even if it were eventually proven to be of no concern in any testing.” In the absence of such a testing, the hurried 5G rollout is a global experiment on humans as unwilling laboratory rats who want faster internet connectivity, smart appliances, future robotic applications not yet thought of, and self-driven cars, all controlled from towers on every block, like steel trees everywhere.

Dr. Kaiser recommends studying any health effects of 5G technology on the animal population of a zoo with its biological universe at the ready—animals live, breed, and die in a relatively secure and enclosed experimental area. His proposal for 5G testing is detailed here.

A recent study, “Microwave frequency electromagnetic fields (EMFs) produce widespread neuropsychiatric effects including depression,” was published in the Journal of Chemical Neuroanatomy. The abstract said, “Among the more commonly reported changes are sleep disturbance/insomnia, headache, depression/depressive symptoms, fatigue/tiredness, dysesthesia, concentration/attention dysfunction, memory changes, dizziness, irritability, loss of appetite/body weight, restlessness/anxiety, nausea, skin burning/tingling/dermographism and EEG changes. … All collectively show that various non-thermal microwave EMF exposures produce diverse neuropsychiatric effects.”

Josh Del Sol pointed out that the 5G seen in Wi-Fi routers means “5 GHz.” But the 5G they are talking about is the “5th Generation” infrastructure. “Actual 5G (5th Generation) is planned to operate at 25-90+ GHz frequencies, use beam-forming/targeting systems, and be integrated with thousands of satellites to blanket the earth.”

In a video found hereU.S. Senator Richard Blumenthal asked wireless industry reps questions about the safety of 5G technology and whether the industry that is pushing this 5G technology knows of or has sponsored any research studies as to the health effects on humans and animals and the answers were that the industry has done no health and safety studies on 5G technology. Independent studies do show “a risk to all biological life.”

Stephen McBride stated in a recent mailout that “China and the U.S. are neck in neck in the race to develop their 5G networks. In fact, so far China has outspent the U.S. by $25 billion in 5G, according to ‚ÄòBig 4’ accounting firm Deloitte.”

He believes that, even though “the Trump White House recently labeled 5G a national security priority for America,” the government’s “red tape is choking America’s 5G rollout.” He continues that America needs hundreds of thousands of new cell towers. These are “tiny compared to the 100+ foot cell towers you’re used to seeing.” They are the size of a trash can and carry signal only about half a mile. This means that “instead of placing one giant cell tower every few miles, we’ll need to place small ones every couple thousand feet.”

According to McBride, there are 220,000 cell towers in the U.S. today. In his estimation, AT&T alone will need 300,000 new 5G cell towers, a big project. The new towers are not just an improvement over 4G but a “huge leap.”

In their rush to deployment, the industry spent zero money to study the effects of the 5G towers on health.

Another health issue for humans and animals documented by many independent studies points to smart meters. Smart meters have been installed in most places for the convenience of utility companies and to the detriment of the population at large, who are experiencing various health problems, are paying higher electricity rates per kWh, are spied upon 24/7 without a warrant, their consumption patterns and activities sold to third parties, and are hit with radiation every so many seconds coming from the Mother Ship far away, measuring and controlling customers’ consumption by off switches during high peak demand. Why would the utility store extra electricity for high demand times when they can cut your electricity off and “save” you money while you swelter in your home for hours each day and your food and medicine spoil in the fridge?

Geoengineering is supposedly protecting humanity from the effects of global warming. It engages in aerial spraying and injection of the stratosphere with harmful chemicals in order, as we were told by former CIA chief, John Brennan, to mitigate the disastrous effects of global warming. The particles sprayed in the atmosphere are eventually inhaled by all of us as they fall to the ground and mix in the soil that grows our crops and in our waters from which we drink.

Despite complaints from farmers, environmentalists, and sick humans who experience heightened allergies and other medical problems, the geoengineering continues. The trails in the sky do not dissipate for hours and eventually turn into a milky grey cover that blocks the sun for hours or days. Water vapor trails from airplanes usually dissipate in minutes.

Solar panels installed in large fields are a health hazard to fauna, especially birds. Solar panels on homes reduce electrical consumption and eventually, after a high initial installation cost, begin to pay off in lower usage of electricity generated by fossil fuels. But, in the absence of sun, electricity produced by fossil fuels is necessary.

Fields of solar panels that produce more electricity require huge land area deployment that takes fertile soil away from agriculture and the production of food. Solar panels create heat fluxes, frying in flight any bird that is unlucky enough to fly in its proximity or is attracted to the solar panels that look curiously like shimmering rivers and lakes to them.

Wind turbines seemed like a good idea until the huge blades started chopping up millions of birds around the world. The constant thump-thump sounds interrupted the sleep pattern of humans and animals alike. Animals started exhibiting strange behaviors, attacking their young, and birthing dead litters. Humans living in the proximity of wind turbines complained of many strange health issues, such as insomnia, skin problems, hormonal issues, birth defects, and psychological problems.

And the production of electricity is sketchy at best since turbines produce electricity when winds exceed speeds of 32 MPH. Just because a blade is spinning, it does not necessarily mean that it produces electricity. According to the experts, the quantity of fossil fuels and other materials used to manufacture and maintain a wind turbine makes it almost impossible to break even in the life span of an electricity producing wind turbine. Some wind turbines in smaller European countries were installed in a hurry because the funds were available from the EU, but the turbines themselves were not connected to any electricity storage facility.

As I ponder the impact of technology on health, I cannot forget how at one time tobacco smoking was touted as a health benefit by those who profited from it.

Below is information I pulled together for a government employee in CO questioning risks from non-ionizing radiation, as he was under the impression only thermal effects cause harm. The material below document that the U.S. has known for over a half century that there are biological and health effects of non-thermal radio frequency radiation.

Link to the reports, below, here:

  1.   NASA publication (February 1972)– Translation of Russian Research, “INFLUENCE OF MICROWAVE RADIATION ON THE ORGANISM OF MAN AND ANIMALS
  1.   Defense Intelligence Agency (March 1976)“BIOLOGICAL EFFECTS OF ELECTROMAGNETIC RADIATION (RADIOWAVES AND MICROWAVES”, prepared by U.S. Army Medical Intelligence and Information Agency
  1. Please also see the attached report on 5G biological risks by Martin Pall, PhD, Professor Emeritus of Washington State University (May 2018):

“5G: Great risk for EU, U.S. and International Health! Compelling Evidence for Eight Distinct Types of Great Harm Caused by Electromagnetic Field (EMF) Exposures and the Mechanism that Causes Them”

  1. Also see Dr. Martin Pall’s “List of 170 Reviews on Non-thermal Effects of Microwave/Intermediate Frequency EMFs”. These scientific reviews document the non-thermal effects from Radio Frequency Radiation, citing many thousands of studies.
  1. Finally, last year the NIEHS’s National Toxicology Program(NTP) published a large $30mm animal study on cancer risks from Radio Frequency Radiation, which found the very same cancers, glioma brain tumors and schwannomas (nerve sheath tumors), previously found in human epidemiology studies and in another recent large animal study published last year by the Ramazzini Institute in Italy. Dr. Ron Melnick, the leader of the team that designed the NTP study, said “The assumption has always been that RF radiation could not cause cancer. Now we know that was wrong.” (Microwave News)

It is a fallacy that the only risk from electromagnetic fields are the thermal effects.

The FCC exposure guidelines today are non-protective of existing cell phone and wireless exposures. They do not take into consideration the large body of science documenting non-thermal effects, including the U.S. government’s own science, nor the reality that the biological effects of our many kinds of exposures these days are additive and cumulative. And, the guidelines are certainly also non-protective from the coming higher frequency and higher pulsation (i.e. more biologically disruptive) millimeter exposures planned for antennas using 5G, that the industry plans to densely place throughout our neighborhoods, on every few utility poles, unless the American people stand up for their right to health.
The U.S. government has terribly failed the American people by not acting on the very serious risks its own science has long revealed. And we are at a disgraceful place where industry’s plans for further antenna densification may put our very species at risk.
Thank goodness Senators Richard Blumenthal and Anna Eshoo are now questioning the safety of 5G in Congressional hearings. Thank goodness for their courage and truth-telling.
Others within the U.S. government have warned before. For example,

  • FDA – 1993 – An FDA internal memo admitted microwaves can accelerate cancer. Food and Drug Administration (FDA) biologists concluded that the available data **strongly suggest** that microwaves can **accelerate the development of cancer**. This assessment is in an internal agency memo obtained by Microwave News under the Freedom of Information Act.
  • EPA– 2002– EPA Letter to EMR Network affirmed the following:

This letter from the EPA stated, “The FCC’s current exposure guidelines, as well as those of the IEEE and ICNRP, are thermally based, and do not apply to chronic, non-thermal exposure situations. They are believed to protect against injury that may be caused by acute exposures that may result in tissue heating or electric shock or burn”.

  • Department of Interior Letter –2014–to the National Telecommunications and Information Administration of the Department of Commerce. This letter stated:

“ FCC standards for cell phone radiation are outmoded and no longer applicable as they do not adequately protect wildlife.” (Feb 2014)
“Study results have documented nest and site abandonment, plumage deterioration, locomotion problems, reduced survivorship, and death. Nesting migratory birds and their offspring have apparently been affected by the radiation from cellular phone towers in the 900 and 1800 MHz frequency ranges- 915 MHz is the standard cellular phone frequency used in the United States. However, the electromagnetic radiation standards used by the Federal Communications Commission (FCC) continue to be based on thermal heating, a criterion now nearly 30 years out of date and inapplicable today.
It is highly unusual to have one U.S. Department criticizing another.
And also, we’ve known about risk from an industry-commissioned report, The Ecolog Report, published in 2000 (conducted for T-Mobile Deutsche Telecom). This review of the scientific literature showing non-thermal effects cited evidence for the following:

  1. Gene Toxicity
  2. Impacts on Cellular Processes, Communication and Proliferation
  3. Pathological Effects on:

– Immune system

– Central nervous system, including the Blood Brain Barrier, Neurotransmittors, EEG and Cognitive Functions

– Hormone systems—including stress hormones, melatonin

  1. Evidence for association with Cancer and Infertility

Note some of the Ecolog report’s conclusions:
“Given the results of the present epidemiological studies, it can be concluded that electromagnetic fields with frequencies in the mobile telecommunications range do play a role in the development of cancer.”
“Impairment of cognitive functions was found in animal experiments at power flux densities of 2W/m2. In humans, there are indications that brain functions are influenced by fields such as they occur when using a mobile telephone.”
“An epidemiological study of children who had been exposed to pulsed high frequency fields, found a decrease in the capability to concentrate and an increase in reaction times.”
“Effects of high frequency electromagnetic fields on the central nervous system are proven for intensities well below the current guidelines.”

If anyone would like to add to this list please be in touch.

Best, Camilla

Mandatory smart meters draw complaints for Truckee Donner PUD

Hannah Jones

Truckee residents are taking issue with the installation of Advanced Metering Infrastructure electric meters, also referred to as “smart meters,” at their homes, and the inability to opt-out of the new program.

The Truckee Donner Public Utility District began replacing the meters last year and plans to have all homes upgraded by the end of 2019.

Following numerous complaints from community members, the board of directors agreed to hear the topic at an April 3 board meeting and discuss how to move forward, if possible, with an opt-out option.

During the last two board meetings, several residents voiced their concern about the smart meters, noting possible privacy violations and health risks associated with radio frequencies from the meters.

Of those residents was Tullin Valdez, who says he suffers from electrohypersensitivity, a condition that causes adverse effects to the body when exposed to high levels of electromagnetic radiation. He said increased levels of radio frequency give him headaches and severely affects his sleep.

“I can choose to turn my WiFi off. I can turn my cell phone off. I can’t turn this meter off,” Valdez said. “It will pulse every day, all day.”

Valdez said he was told earlier this year that he either had to accept the smart meter or his power would be shut off. He said he simply could not afford alternatives to buying power from Truckee Donner PUD, options such as off-grid solar.

“They’re a monopoly,” he said. “I have no other choice.”

Following complaints from community members with similar views on the meters, the board put the installation of the meters on hold until staff discusses an alternative option.

“It’s a really reasonable request to say we want to opt out,” said David Brauner, a Tahoe Donner resident.

Brauner said he had an issue with the meter continuously transmitting data to the district.

“You can tell when someone is at home, you have access to when people are using the most energy,” said Brauner. “It’s a big invasion of privacy.”

The California Public Utilities Commission requires investor-owned utilities, such as PG&E to offer an opt-out option for smart meters. For community-owned utilities like Truckee Donner Public Utility District, the utilities commission has no jurisdiction. That leaves the decision up to the local board of directors.

According to the district website, current meters are reaching the end of their life cycle and smart meters are the most cost-effective and efficient option. The meters are able to transmit data continuously, eliminating the need for district employees to drive around monthly and manually read the meters.

The district says the meters will also give customers an opportunity to better understand their electrical usage and conserve energy.

A study the district has sent out to customers states that “there is no clear evidence that additional standards are needed to protect the public from smart meters.”

“We originally did not offer an opt-out program with rollout of AMI meters. The biggest reason being that the new meters produce a small fraction of RF exposure,” said Steven Poncelet, public information officer and strategic affairs director for the district. “It’s not to say we don’t take health care seriously.”

According to Poncelet, the meters are more cost-effective than the existing ones.

“Our rates are based on cost of service,” said Poncelet. “The customers that choose to opt-out should pay the full cost of service for that.”

“Assuming that it’s affordable I’ll pay it,” said Valdez. “At the end of the day, I want to come to a reasonable resolution with them and not have that on my house.”

French farmers say wind turbines and solar panels have killed hundreds of their cows

French farmers say wind turbines and solar panels have killed hundreds of their cows

  • Cows are being killed by electricity travelling through the ground, farmers claim
  • French farmer says hundreds of cows being killed by solar panels and turbines
  • Cattle in Brittany began losing weight and eventually died so land was tested
  • Electrical current was said to be found coming thought the earth and the water

French farmers have claimed wind turbines and solar panels have killed hundreds of their cows.

One farmer in Cotes-d’Armor, Brittany, has even filed a lawsuit against an unnamed company over the mysterious deaths.

Farmers in the area started noticing their animals losing weight, with many of them subsequently dying.

But vets could not work out what caused the cows’ deaths as they were not suffering from any diseases so farmers ran tests on their land.

They claim these examinations revealed wind turbines and solar panels are releasing too much electricity into the ground, which is slowly killing their animals.

Local farmer Patrick Le Nechet said the mysterious deaths began when a new batch of photovoltaic solar panels were installed, according to Europe 1.

He discovered there were electrical currents of over one volt both in the ground and in the water – three times the accepted threshold for animals.

Le Nechet told the French radio station Europe 1: ‘They lost weight, we lost 120 in five years. It can not be explained, even veterinarians do not know what to do.

‘There is a lot of direct current coming into the earth. When we see all the animals die, it is untenable.’

Stephane Le Brechec, a cattle farmer from Allineuc, around 18 miles from Cote-d’Amour, lost even more cows and claims 37 of his beasts died in just six months.

He said that over the last few years he has lost 200 cows, caused by antennas transformers and turbines, he claims.

Thibaut Bouchut, of the Building Advisor of the Sanitary Defense Group said that humans can withstand three times more electricity than cows.

Bouchut told Le Progres: ‘The human body has an electrical resistance of 1,500 Ohms, while the cows, only 500 Ohms, not to mention that they are not separated from the ground by rubber soles.

‘Breeders are not always aware of electrical disturbances, and sometime the seemingly-unexplained problems they face discourage them, even if they are competent. Farms close down because of that.’

Two years ago, another French farmer from Val de Saône, in Rhone, claimed electrical current from transformers at an industrial unit caused health his animals to become ill.

According to French media Le Brechec had lodged a complaint while farmers in nearby Pays de la Loire in western France have also reported losses of animals near turbines.

CBS 60 Minutes: 15 US Diplomats attacked in China with microwave weapons

From Angela Tsaing, California

CBS 60 Minutes: 15 US Diplomats attacked in China with microwave weapons
CBS 60 minutes ran a story yesterday about another 15 US diplomats in China that have the same symptoms as the injured diplomats in Cuba, who are believed to have been attacked by microwave weapons.
Their symptoms: headaches, nosebleeds, fatigue, dizziness, sleeping problems, memory loss, hives,  hearing loss
Dr. Beatrice Golomb, M.D., Ph.D, professor of medicine at UC San Diego, and a scientific advisor to We Are the Evidence
wrote a paper providing evidence that microwave sickness is what the diplomats in Cuba were most likely suffering from.  She shared her findings with government investigators, which led them to conclude it was most likely microwave weapons that were involved in the attacks.
The full text of her paper is available in Neural Computations, an MIT Press Journal

(see below for JAMA study on the diplomats, which found brain abnormalities from brain scans)
Former NSA worker Mike Beck was attacked with microwave weapons, and he said that this is relevant to what happened with the diplomats in China and Cuba, which he shared with congressional investigators.  National Security Agency described such a weapon as a “high-powered microwave system weapon that may have the ability to weaken, intimidate, or kill an enemy over time without leaving evidence.” The statement goes on to say “…this weapon is designed to bathe a target’s living quarters in microwaves.”
This would mean that the diplomats are suffering symptoms of microwave sickness
According to Merriam Webster,
Microwave Sickness: a condition of impaired health reported especially in the Russian medical literature that is characterized by headaches, anxiety, sleep disturbances, fatigue, and difficulty in concentrating and by changes in the cardiovascular and central nervous systems and that is held to be caused by prolonged exposure to low-intensity microwave radiation.

Screen shot 2019-03-21 at 09.24.51.png

A study on the diplomats was published in JAMA in March 2018.

(highlighted copy attached) The diplomats experienced the following symptoms:

  • 43% had MRI result finding of T2 hyperintensity (bright-foci) in the white matter,
  • 76% had headaches,
  • 57% had nervousness,
  • 76% had memory problems,
  • 71% had impaired concentration,
  • 67% feeling cognitively slowed,
  • 86% had sleep problems, and
  • 67% had irritability.

76% of the diplomats continued to experience persistent headaches  longer than 3 months after exposure, and they were reported to be exacerbated or associated with cognitive tasks in 62% of the diplomats.  They were able to differentiate the character of these headaches from that of their standard headaches.  (p. 1130)

Dr. Golomb’s paper triggered the New York Times report of microwave sickness as the most likely explanation for the diplomats’ illness

The attorney representing 8 of the diplomats and their families also believes it was microwave weapons that injured his clients.

The same attacks happened over 50 years ago during the Cold War, when the Russians bombarded the U.S. Embassy in Moscow beginning in the 1950s with microwave radiation, making the diplomats sick with the same symptoms from microwave sickness.  A study was done on the embassy employees.  It found 4 statistically significant effects:

  • dermographism (eczema, inflammatory and allergic skin problems)
  • neurological
  • reproductive
  • tumors

Opting Out On Duke Power Smart Meters

Opting Out On Duke Power Smart Meters

Dr. Winn Samsto file a formal complaint against Duke Energy

By Samuel Robinson

COLUMBUSA local chiropractor plans to file a complaint against Duke Energy’s new smart meters.

Sams spoke during Columbus Town Council’s meeting last Thursday.

Sams said she has opted out of using the new technology because she believes it lacks adequate testing on the affects of the radio waves emitted by the Smart Meters.

“As many of you know the smart meters have been installed for years. The first time it came around I opted out and kept my analogue meter. I do not believe it has had adequate studies on how it affects people. They say it is no different from cell phone or microwaves. Customers can opt out at a (one time) $150 fee with an additional $11.75 fee per month.”

The complaint that Sams is in the process of filing is targeted at the increase in her monthly bill, the $11.75, to avoid a service she does not want. Through contact with Duke Power she has found that the only way to have the fee waved is to have a notarized statement from a medical physician, which she told council is impossible to get

Duke Power’s website contains separate links to the Smart Meters and the opt out process.

Customers who provide Duke Energy with a notarized statement from a medical physician licensed by the North Carolina Medical Board citing that the customer must avoid exposure to radio frequency (RF) emissions, to the extent possible, to protect their health will have both the one-time and monthly fees under Rider MRM waived going forward, once the waiver request is approved, she said.

Sams made it clear that she likes technology and the progression of science but that she is uncomfortable relying on a service that she does not fully understand. The electromagnetic waves emitted from the Smart Meters come in the form of a concentrated burst. It is that burst of radio waves that Dr. Sams warned the town council and customers of Duke Power against.

I have no problem with something being installed if I know that it is tested and I know what it is doing,” Sams said. “When you have something that is installed that is affecting you and your environment, you want to know as a consumer what it is being done. I would like as much support as I can from the council to be able to keep my analogue meter.”

Councilman Mark Phillips showed said he supportSams personally and asked to receive copies of all of her research on the subject as well as a copy of her formal complaint. Phillips has his own personal reasons for objecting to the change of a Smart Meter but has not been forced into opting out and paying the additional fees yet, he said.

“I am with you 100 percent on this issue from a personal standpoint. What would you like us to do as a board?” Phillips said.

The council, with the recommendation of Sams, tasked the town attorney, Lora Baker, to look into the matter from a legal perspective and attempt to discern any information on the possible franchise agreement between the town of Columbus and Duke Energy Council did not make a decision during the meeting on Thursday night but agreed to continue looking into the matter.

The EMF Safety Network is one of the leading opponents to the new series of Smart Meters that measure power, gas, and water consumption. All three types of Smart Meters operate using radio frequency or RF. Most of the studies and legal action that is being taken against Smart Meters is occurring in California.

The World Health Organization classifies RF as a 2B carcinogenthe same as DDT and lead.  Military studies here and here show pulsed radiation can cause serious health problems, including tinnitus, memory loss and seizures. Thousands of studies link biological effects to RF radiation exposure, including increased cancer risk, damage to the nervous system, adverse reproductive effects, DNA damage, and more,” says the EMF Safety Network.

The EMF Safety Network also reported that California residents have filed health complaints against power companies as a result of Smart Meter installation.

Customers smart meter health complaints,  include sleep problems, headaches, nausea, anxiety, heart palpitations, tinnitus and ear pain, concentration and memory problems, dizziness, immune, nervous and hormonal system impacts, according to the EMF Safety Network.

Sams used many of the ongoing studies in California as well as the legal action being taken in California as a basis for her appeal to the town council. While Duke Energy’s website focuses on the positive side of the Smart Meters and the fees a customer will be forced to pay if they choose to opt out, they do not currently display any information on the possible side affects or health risks of the Smart Meters and the RF radiation.

Saugerties board objects to proposed FCC rule changes

Saugerties board objects to proposed FCC rule changes

Saugerties Town Hall
The Saugerties Town Hall at 4 High St. in Saugerties, N.Y.

SAUGERTIES, N.Y. — The Town Board is formally objecting to proposed Federal Communications Commission rules that aim to encourage better cellular telephone service but will allow providers to circumvent local zoning and building codes.

At a board meeting Wednesday, town Councilman Mike MacIsaac said there is an effort to give an advantage to telecommunication companies seeking to upgrade their systems.

“We question the safety and the wisdom of how fast this will be moving forward,” he said.

“There seems to be a push in Washington, D.C., to somewhat remove home rule,” he added. “They’re going to limit the (authority) that the current local government, Planning Board and Zoning Board of Appeals has.”

Other concerns include the impact of cellular telephone signals that will use higher frequencies and require more transmitters that are closer to people.

“This is not something that’s saying we’re anti-progress and anti-communications,” MacIsaac said. “It’s saying, let’s be smart about this and let’s keep home rule, and let’s try to make it as safe as possible.”

MacIsaac said telecommunication companies are expected to circumvent local approvals by working with utilities to share existing infrastructure.

“There’s going to be … many more receivers than cell towers,” he said. “There’s going to be many refrigerator-sized devices packed much more densely. … They’re going on utility poles, and once they’re allowed to do that, they don’t need to seek our approval.”

Agency officials in September said the rules developed by the Federal Communications Commission were meant to provide telecommunication companies a “safe harbor” to keep municipalities from imposing “regulatory obstacles that have threatened the widespread deployment” of new technology.

“The record here suggests that the legal requirements in place in other state and local jurisdictions are materially impeding that deployment in various ways,” agency officials said.

Federal officials say new time limits for approvals will serve as a “shot clock” to get local officials moving on project reviews. They say some approval processes have taken an inordinate amount of time that local boards do not consider to be out of compliance with federal regulations.

MacIsaac said the new rules would limit the amount that municipalities can charge for application reviews. He said the new rules will set the stage for local battles with companies that want to upgrade services.

“It … limits the fees that the town can charge,” he said. “There’s expectation that the telecommunications companies will be knocking on the door pretty soon.”

A $90 million “smart” system has totally screwed up these residents’ water bills

A $90 million “smart” system has totally screwed up these residents’ water bills

A $90 million “smart” system has totally screwed up these residents’ water bills

By Arielle Duhaime-Ross Mar 20, 2019

JACKSON, Mississippi — Sharon Parker received a water bill for $7,431.92 last month. And in Jackson, where she lives alone, that’s not surprising.

Parker is one of more than 20,000 people with delinquent water bills ranging from a few dollars to several thousand. And counterintuitively, a big part of the reason for the high delinquency rate is a system the city installed in 2013 that was supposed to significantly upgrade water metering and billing.

The upgrade was part of a deal signed with the manufacturing giant Siemens for $90 million, that gave Jackson 65,000 new smart meters, among other things.

But as the process wore on, many residents stopped receiving bills, sometimes for months at a time. And leaks that caused bills to skyrocket also went undetected for long periods. Now, the city is scrambling to get people’s bills back on track. It’s a tall order.

“The meters are capturing the consumption, but the consumption isn’t turning into bills and the bills aren’t turning into payment,” says Jackson Public Works Director Bob Miller, who says that making all these changes at once was a complex procedure for which the city wasn’t prepared. “I have compared it to a heart-lung transplant; to try to change out a metering system and a billing system is like trying to change out someone’s heart and lungs at the same time.”

Parker, for her part, went to the water department several times to have her billing issue fixed after the water company told her basically it’s not their problem, it’s hers.

Besides the promise of improving billing, Jackson officials hoped the upgraded system would lead to increased revenue. The city would save money, many thought, because smart meters would beam their readings directly to the water department, reducing the need for workers to make expensive and time-consuming trips to people’s homes. And new meters would mean more-accurate readings that, likely, would translate into the capture of higher water-consumption rates at people’s homes — bringing in more money for the city’s coffers.

Instead, the water department says, the billing crisis has created a $25 million shortfall over the last fiscal year.

The city is now sending out shut-off notices to try to collect on delinquent bills. Members of the city council have also discussed a lawsuit against Siemens.

“It’s akin to someone selling you the most expensive car that they have on the lot, and understanding at the time that they’re selling it to you that you can’t afford to buy it; you don’t understand how to operate it,” Jackson Mayor Chokwe Lumumba told VICE News. “But if they can get you to purchase it, they will.”

Siemens, for its part, says it’s done the work it was contracted to do. A spokesperson told VICE News that the company is still working with the city to “help facilitate successful operation of the metering and billing systems.”

Parker’s latest visit to the water department was fruitful. A billing department employee adjusted her bill down to $2773.20, and put her on a payment plan. “Thank you, Jesus!” she said as she exited the office.

VICE News Tonight went to Jackson, Mississippi, to see what it’s like for residents who can’t afford to pay their water bills.
